IglooChat IRC is now back

I have never said it, but our IRC server that had been closed for months has reopened again. There is also a new website for the IRC that it's still under construction at http://irc.igloocafe.space.

I also have made a reorganization of the channels, and now #general and #general-es are now #igloocafe and #igloocafe-es. The help channel is now merged between those two to avoid creating more filler channels on the server.

Have fun, respect the rules and enjoy chatting.
